COVID-19 Metrics and Impact on Learning Location

  • The Governor's Remote Learning Order instructs that if a school district is in a county that is identified as experiencing Substantial Spread (Incidence rate of 100+/100,000 or Positivity Rate >10%), the district must commit to either fully remote instruction for all students OR to all/some students participating in face to face instruction with adherence to Secretary of Health Face Covering Order and following the PDE Recommendations for Responding to COVID-19 Cases.

    Based upon the COVID-19 Dashboard, the following are the parameters which detail a shift to all virtual instruction for UPPER MORELAND MIDDLE SCHOOL:

    Number of Cases of COVID-19 within a Rolling 14 Day Period --> 
    1-3 students or staff
    4-6 students/staff
    7+ students/staff
    Low Level of Transmission

    School remains in hybrid

    School shifts to virtual for all students for 3-5 days*

    School shifts to virtual for all students for 14 days*

    Moderate Level of Transmission

    School remains in hybrid

    School shifts to virtual for all students for 3-7 days*

    School shifts to virtual for all students for 14 days*

    Substantial Level of Transmission† 

    School remains in hybrid and considers altering schedule to significantly decrease number of students on site

    School shifts to virtual for all students for 3-7 days*

    School shifts to virtual for all students for  14 days*

    Based upon the the COVID-19 Dashboard, the following are the parameters which detail a shift to all virtual instruction for UPPER MORELAND ELEMENTARY CENTER (combination of Primary and Intermediate School) and UPPER MORELAND HIGH SCHOOL:

    Number of Cases of COVID-19 within a Rolling 14 Day Period --> 
    1-5 students or staff
    6-10 students/staff
    11+ students/staff
    Low Level of Transmission

    School remains in hybrid

    School shifts to virtual for all students for 3-5 days*

    School shifts to virtual for all students for 14 days*

    School shifts to virtual for all students for 3-7 days*

    School shifts to virtual for all students for 14 days*

    It is important to note that a significant and/or widespread outbreak may require moving to a more remote-based instructional model more quickly. DOH will provide proactive consultative assistance to school entities should such an outbreak occur.

    *If case investigations, contact tracing, and cleaning and disinfecting can be accomplished in a faster time frame, the length of closure time may be shortened.

    DOH and PDE recommend a Full Remote Learning Model for all schools in counties with substantial level of community transmission. Schools that choose to pursue in-person instruction or other models in which school-buildings are utilized by students and/or staff should follow the recommendations here.

     

    In addition to the parameters above, UMTSD may switch to all virtual instruciton under the guidance of the MONTCO Office of Public Health in the following situations:

    1. Functional Closure:  A school or the district may need to switch to all virtual learning depending upon the availability of staff

    2. Linked Transmission:  A confirmed case of in-school linked transmission
