Title: Relations With Special Interest Groups

Purpose
The Board recognizes that its schools are public institutions which are supported by tax dollars and that it is their duty to protect students from exploitation by private interests and distraction from the educational mission. The Board authorizes the administration to screen and deny any advertising that does not meet the intent of this policy and formulate administrative procedures for such purposes.

Any requests from civic organizations or special interest groups which involve such activities as patriotic functions, contests, exhibits, sales of products to or by students, sending promotional materials home with students, graduation prizes or fund raising must be examined to insure that such activities promote student interests primarily, rather than the special interests of any particular group.

Authority
It is the intent of the Board that school district resources be used in accordance with the guidelines established in designated policies.

Delegation of Responsibility
All materials or activities proposed by outside sources for student or staff use or participation shall be reviewed by:

  • the Superintendent or his or her designee
  • the Building Principal

On the basis of:

  • educational value to the total school program
  • benefit to pupils
  • minimal distraction to the educational mission
  • factual accuracy of the advertising
  • benefit to the residents
  • appropriate community

The Superintendent shall review building procedures to confirm that a uniform and consistent system of administrative review and implementation is used throughout all the schools in the district, which support this policy of the Board and the values of the community.

Special Interest Groups and Partnerships
The Board seeks and encourages partnership arrangements with area businesses, especially those that are mutually beneficial. Partnerships can take many forms, including outright sponsorship of specific programs or purchases, personnel exchange, volunteering, speakers, advisory committees, etc. The Superintendent shall assure that the goals of each specific partnership be mutually developed and agreeable. In case a particular business wishes to formally sponsor the financial part or all of a specific activity, school officials shall maintain control the activity.

Special Interest Groups and Advertising
Advertising in the Upper Moreland School District will be subject to certain restrictions in keeping with contemporary standards of good taste, healthy attitudes, good nutrition, and healthy lifestyles, and will seek to model and promote positive values for students. In keeping with this, no advertising will be allowed which:

  • inhibits the functioning of the school
  • promotes hostility, disorder, or violence
  • attacks ethnic or racial groups
  • promotes or attacks any religious organization
  • promotes the use of drugs, alcohol, tobacco, or firearms
  • infringes on the rights of others
  • involves sexual content
  • promotes illegal behaviors for minors
  • promotes, favors, or opposes the candidacy of any candidate for election, adoption of any bond issues or any public question submitted at any general, county, municipal, school or other election
  • overrides the school's identity
