Title: School Mail Facilities

Purpose
The District interschool mail service and mail boxes have been established to provide a central mailing service to expedite distribution of materials and communications among the schools of the District and staff members.  Employees will not use interschool mail for the delivery of personal letters, notes, or materials.

Guidelines
Bargaining Unit Materials:  Upper Moreland School District’s recognized collective bargaining units will be permitted to use the service in accordance with the terms of their contracts and Board policy.

Non-Bargaining Unit Materials:  An employee who requests to use District mail facilities for the distribution of materials not related to the bargaining unit shall comply with the following:

  1. Requests to place literature of any kind in mailboxes provided by the schools must be submitted in writing to the principal, along with a copy of the literature that will be sent, at least two (2) days in advance of the requested distribution date.
  2. Administrators must clear any questionable material distribution with the Superintendent or his/her designee before distribution.
  3. The Superintendent or his/her designee will review the request and the literature to assure conformance to predetermined standards and, on that basis, may grant or refuse permission.  The Superintendent’s approval must be received by the principal before the literature is distributed.
  4. Permission will not be granted if the educational processes would be adversely affected by such distribution, either through the content of the literature or through overburden on the mail service.
  5. Information to be distributed within a single school by any party must have the approval of the building administrator before it may be distributed.

Violation by employees of this policy may result in appropriate disciplinary action up to and including dismissal.
