Title: Use of School Facilities

Purpose
School facilities of this district should be made available for community purposes, provided that such use does not interfere with programs of the schools (excepted from this policy) or the best interest of the school system.

Authority
The Board will provide for the use of school facilities when permission has been requested in writing and has been approved by the Superintendent or by the Board Secretary in accordance with the following order of priority:

  • requests by school related organizations
  • requests by non-school related community activities

The use of school facilities shall not be granted for:

  • any commercial or profit-making organization that is not associated with an educational program or activity
  • partisan political activity
  • private social functions or private interest groups
  • any purpose which is prohibited by law

The Board reserves the right to refuse any applicant, or to refuse an application for any activity, or to revoke a previously approved application which interferes with the conduct and best interest of the school system.

The organization reserving the school may not assign or transfer its rights and responsibilities to any other individual or organization.

Delegation of Responsibility
The Superintendent or designee shall develop procedures for the granting of permission to use school facilities and shall promulgate rules and regulations for such use which will be approved by the Board annually.

The Superintendent or designee shall establish and the Board shall annually approve a schedule of fees for the use of school facilities based upon the following factors:

  1. The use of school facilities for activities related to the educational program and district operations shall be without cost to the users.
  2. The use of school facilities shall be without cost to Upper Moreland non-profit organizations charging no admission fee for the activity, except that they shall be responsible for costs which require time of district personnel.
  3. All other organizations or persons granted the use of schools shall pay the applicable fees, payable in advance.
