Purpose
The Board recognizes that the misuse of drugs is a serious problem with legal, physical and social implications for the whole school community.

As the educational institution of this district, the schools will strive to prevent drug abuse.

Definition
For purposes of this policy, "drugs" shall mean:

  1. all controlled substances prohibited by law,
  2. all alcoholic beverages,
  3. any prescription or over-the-counter medicines, except those for which written permission to use in school has been granted pursuant to Board policy.

Authority
The Board prohibits the use, possession, distribution, sale, or exchange of any drug on school property and at any school sponsored event.

Delegation of Responsibility
The Superintendent shall prepare rules for the identification, amelioration and control of drug use/abuse in the schools which shall:

  1. discourage drug use/abuse,
  2. establish procedures for dealing with drug abuse and suspected drug use,
  3. establish procedures for the instruction and readmission to school of students convicted of drug offenses.

Procedures developed by the Superintendent or designee shall follow these guidelines:

  1. in all cases involving the students and drugs, the need to protect the school community from undue harm and exposure to drugs shall be recognized,
  2. no student may be admitted to a program that seeks to identify and/or rehabilitate the potential drug abuser without the informed consent of the student and his or her parent or guardian.
