Purpose
The Board acknowledges that conduct is closely related to learning; an effective instructional program requires a wholesome and orderly school environment and the efficacy of the educational program is, in part, reflected in the behavior of students and employees.

Authority
The Board shall require each student of this district adhere to the rules and regulations promulgated by the administration and submit to such disciplinary measures as are appropriately assigned for infraction of those rules. The rules govern student conduct in school and during the time spent in travel to and from school. Such rules shall require that students:

  1. conform to reasonable standards of socially acceptable behavior,
  2. respect the rights, person and property of others,
  3. preserve the degree of order necessary to the educational program, in which they are engaged,
  4. obey constituted authority and respond to those who hold that authority.

Data regarding disciplinary action(s) shall not be entered on a student's permanent record; however, a dossier may be kept by the school administration until that student leaves the district.

Any student disciplined by an employee of this Board shall have the right to notice of the infraction and a hearing before the building principal.

Delegation of Responsibility
The Superintendent or designee shall develop a Special Education Positive Behavior Support Plan which is consistent with the Individuals with Disabilities Act and Chapter 14 of the School Code.

The Superintendent or designee shall promulgate rules and regulations for student conduct which carry out the purposes of this policy and:


1. which are not arbitrary but bear a reasonable relationship to the need to maintain a school environment conductive to learning,

2. do not discriminate among students,

3. do not demean students,

4. do not violate any individual rights constitutionally guaranteed to students.

The Superintendent or designee shall designate sanctions for the infraction of rules which shall:

1. relate in kind and degree to the infraction,

2. help the student learn to accept responsibility for his or her actions,

3. be directed, where possible, to ameliorating any harm, which may have been caused by the student's misconduct,

4. hold parents or guardians accountable for the actions of their sons and/or daughters or wards.

Corporal punishment may not be imposed upon a student. However, reasonable force may be used by teachers and school authorities:

1. to quell a disturbance,
2. to obtain possession of weapons or other dangerous objects,
3. for the purpose of self-defense,
4. for the protection of persons or property.

The Superintendent or designee shall prepare rules for actions against delinquent children which provide for:

1. parental conferences,
2. sequential discipline,
3. psychological and/or medical examination, with parental consent
4. suspension from school attendance in accordance with Board policy,
5. referral to juvenile authority.

The Superintendent or designee shall publish the rules of this district regarding student conduct and the sanctions which may be imposed for breach of those rules.

The Superintendent or designee shall report to the Board periodically the methods of discipline imposed by this district and the incidence of student misconduct in such degree of specificity as shall be required by the Board.

The building principal shall have the authority to assign discipline to students, subject to the rules and regulations of the Superintendent and to the student's due process right to notice, hearing and appeal.

Teaching staff members and other employees of this Board having authority over students shall have the authority to take such reasonable actions as may be necessary to control the disorderly conduct of students in all situations and in all places where such students are within the jurisdiction of this Board and when such conduct interferes with the educational program of the schools or threatens the health and safety of others.
