Purpose
The Board recognizes that the personal, social, physical and educational growth of children will vary and that students should be placed in the educational setting most appropriate to their needs and ability at the various stages of their growth.

Authority
It shall be the policy of the Board that each child be moved forward in a continuous pattern of achievement and growth that is in harmony with his or her own development.
A student will be promoted to the succeeding grade level when she/he has:

  1. successfully completed the requirements at the presently assigned grade,
  2. demonstrated proficiency to move ahead to the educational program of the next level,
  3. demonstrated the degree of social, emotional and physical maturation necessary for a successful learning experience at the next learning level.

Delegation of Responsibility
The Superintendent or designee shall develop procedures for promotion and retention of students which:

  1. require the recommendation of the classroom teacher for promotion or retention,
  2. require that parents are informed in advance of the possibility of retention of a student at grade level no later than May 15 of the school year, unless there are unusual circumstances,
  3. assure that every effort will be made to address or remedy the student's area(s) of needed improvement before she/he is retained,
  4. assign to the administration the final responsibility for determining the promotion or retention of each student.
